Before excavation works are carried out on public roads, an application for an excavation permit must be obtained from the Highways Department.

Register the excavation works with Highway User and submit with the following documents：

• the applicant's ID card copy or the business registration certificate copy

• the contractor's business registration certificate​ copy

• 2 copies of layout plan

• Permit period assessment with details of the program of the proposed excavation works

Seek the agreement from the relevant Government departments on the proposed excavation. Then submit  the detailed the excavation plan to the relevant department.
The applicant should submit an application to the Highways Department at least 18 working days and not more than 4 months before the commencement of the excavation works. The approval time for the application is about 2-9 months.
