Excavation (Non-Utilities)

According to the Land (Miscellaneous Provisions) Ordinance in Hong Kong, to carry out any excavation works in Hong Kong must apply to the Highways Department for an excavation permit? If it is not an excavation project, is it necessary to apply to those government departments for enclosing the road?
Basically, all land in Hong Kong can be classified into three types: private land, Lands Department (DLO) and Highways Department (Hyd)
What documents are required when applying, and what are the differences between the three?
Highways Department: For excavation works at the Highways Department lot, the relevant documents required are roughly as follows:

Explain why you need to excavate

Construction Plans and drawing of Temporary Traffic Arrangement

For excavation on the road, in addition to the Highways Department, the Transport Department and the Road Management Section [Hong Kong Police Force] should be consulted and agreed

When all procedures are completed and a road digging permit is applied for, it is necessary to obtain Road Advice from the local Road Management Unit (Hong Kong Police Force) at least 7 working days before the start of construction before the construction can officially start.
